Arthur James Balfour
Arthur James Balfour (1848-1930; ODNB), Unionist prime minister, 1902-5, party leader 1902-11. A philosopher and theist; cousin of the Cecils; first introduced to Henson by Frances Balfour (Retrospect, I, 75); foreign secretary, 1916-19, and author of the 'Balfour declaration', 1917; lord president of the council, 1919-22, 1925-29; 1st earl of Balfour (1922).
