Victor Lytton, 2nd Earl of Lytton (1876-1947; ODNB), son of a viceroy of India; Trinity Coll., Cambridge; Conservative peer, but supporter of various progressive causes, including female suffrage; junior offices, Admiralty 1916-10; under-secretary, India Office 1920-22; governor, Bengal 1922-7; acting viceroy of India, 1925; representative to League of Nations, 1928-31; member of numerous public bodies; chairman, League of Nations mission to Manchuria, 1932; vice-chairman, League of Nations Union, 1935-8, chairman 1938-45; supported rearmament against Germany, and became associated with Churchill's anti-appeasement; chairman, advisory council of aliens for the foreign office.
